Yep.  There is unfortunately no one in charge of maintaining the
Full TCP in NS - the NS project does not have that kind of staffing -
and I don't maintain Full TCP myself since I don't use it.  
(Maintaining NS for the NS user community is not one of my jobs...)

The Full TCP implementation in NS has never been verified with the
full range of validation tests used for one-way TCP.  However, if
anyone ever wanted to extend one or more of the one-way TCP validation
tests to include Full TCP, along with whatever bug-fixes were
needed, if any, so that Full TCP passed those validation tests
correctly, I would be happy to verify that the validation tests
were correct, and check it in to the distribution.
