[ns] satellite network drawing scripts updated

v1.1 of the satellite plot scripts are now available.

This is just an unambitious tidy-up revision, fixing some minor
glitches and attempting to improve the rigour of perl scripting
slightly to satisfy -w -c compliance (mainly through heavy use of the
defined() function.)

Any deficiencies or (heaven forfend) entirely new bugs are entirely my
fault.

Feedback/improvements/patches welcome.
