[ns] CBQ band allocation

Hi,
Band allocation commands of  a CBQ script is given below. I have some
questions abot them:

 $rootClass setparams none    0    0.80 auto 0 2 0ms
 $voice setparams $rootClass true 0.35 auto 1 1 0ms
  $data setparams $rootClass true 0.35 auto 2 1 0ms
1) here is 0.35 bandwidth of voice packets?
2) what dos it mean if rootclass bandwidth is not equal to 0.80
3) For example, if I give 0.20 bandwith to the most important packets(flow
1) . When there is no flow 1 traffic, 0.20 can bandwidth be used for other
traffic (flow 2)
