Vegas has some considerable literature describing it, and it's not
exactly hard to find.

The most comprehensive recent treatment of Vegas using ns appears to
be:

S. H. Low, Larry Peterson and Limin Wang, Understanding Vegas: Theory
and Practice, Submitted for publication, Feb., 2000

AFAIK no-one's got around to doing a Vegas variant implementing SACK,
which might be worth exploring and comparing against the Reno-based
SACK, already in ns, under RED.
