[ns] Contradictory instructions on installing ns-2

Ref.  ns-build.html

Under "Building it From Sources" it says to "Unpack TclCL and ns source
into the same top level directory".  However, in the next steps the
instructions are to "cd into the TclCL directory...cd into the ns
directory..."

So, how are these instructions harmonized?
