[ns] tclcl 1.0b10 release announcement

Tclcl 1.0b10 has been released.  Instructions for getting and building ns
are at <http://www.isi.edu/nsnam/ns/ns-build.html>. The previous
release is 1.0b9.

WHAT'S TCLCL
 -------------
 
TclCL is a library to ease the integration of C++ and OTcl.  TclCL is used
by vic, vat, ns, rtp_play, and nam. 
 
 
WHAT'S NEW IN TCLCL-1.0b10 ?

 - Added support for TCL/TK-8.3
 - syntax errors in embedded tcl code no longer dump all the code
    if it's "large"
