[ns] ns-allinone-2.1b7 installation

Hi,

It seems that there is a problem with the current ns-allinone-2.1b7, other
parts complain that tcl is not installed properly.

I edited the install script and added --with-tcl=../tcl8.3.2 to every
./configure command and it worked.

Is it the case. or there is something I was missing?
