[ns] Packet arriving time?

Hi everyone,

Does Packet::time_ denote the time packet arrives?
(class Packet derives from class Event, and Event has
a member variable named time_.) I used multiple queues
to simulate one queue and need to decide which packet
of the head of each queue arrives first.
