linux? ah, the joys of bash, the shell named after what you do to the
keyboard in frustration while using it. Try:

export LD_LIBRARY_PATH=$LD_LIBRARY_PATH:blah/tcl/blah

in your .bashrc.

had to do export PATH=$PATH:.
