hi lewie,
	couple of options.

1. use the multistate error model ErrorModel/MultiState where you 
   can put in a state dependent loss rate. the problem is it is
   not that well developed and so while the state transitions
   sre probabilistic, the duration they stay in a state is not.

2. use the more sophisticated error models developed by
   Al-hussein (http://students.washington.edu/~abouzeid/research.htm)
   which I believe should be able to give you Raleigh fading type
   of channels too. However I havent been able to get this error
   model to work and I hope you will be luckier.
