[ns] ParetoII

Hi,

  I noticed in the ns-2 source (ranvar.cc), it says that ParetoII is the
"Pareto distribution of the second kind, aka Lomax distribution."  The CDF
for the Lomax distribution is

	1 - scale / (x + C)^shape

  What is the value of C for the distribution used in ns-2?  With C=0,
the CDF looks almost exactly the same as the standard Pareto CDF.
