I presume you could start by hacking IS-IS protocol details into a
derived version of the existing link-state code:
http://networks.ecse.rpi.edu/~sunmin/rtProtoLS/
which is now included in the ns distribution. Don't know if that
would e.g. handle the hierarchical stuff sufficiently for your needs.
