I modify REDQueue class.
by the way, how can I generate new packet in here. and that
packet should be returned to sender.
I try to find it in source code, but failed.--;
can't I alloc new pakcet in queue class?
packet is allocated by Packet in source code, then I could
make this pkt through not agent??
