I guess you are using the DSDV routing protocol.
The Basestation, which is a Foreign Agent (it should work for Home Agents, because the mobile node is in the same subnet as its home agent) wants to send the registration reply to the mobile node. Due to hierarchical routing the basestation sends the paket to the basestation of the mobile node, i.e. its sends the pakets to itself. And the something strange happens. Either it has no routing entry for itself (but during the creating of a DSDV Routing Node a Routing Table entry for the node itself is created) or its due to a bug of the ARP implementation, because it keeps ARPing for itself using ARP broadcasts, but a node doesn't reply to broadcasts from itself.

Conclusion: if there is a routing table entry in the basestation for the mobile node, there is no problem.
