[ns] Rate-Halving Algorithm

Hi,
   I have a question from  Rate-Halving Algorithm, which is recently added in 
ns daily snap shots (ns-2-snapshot-20000716/tcl/test/test-suite-rh.tcl).
In the file test-suite-rh.tcl, What does the TCP type "SackRHNewReno" stand 
for?
Does it stand for any modified NewReno version?.
