[ns] enabling packet headers!!!

hi all,
  consider a case where a new packet header is added in the intermediate
node.say for the following topo.
     n1-----n2-----n3
if a new header is added at n2,the ns manual says that all packet headers
are enabled before the simulation starts.So does this mean that at n1
eventhough i don't want  the header to be  added,i still can access the
offset of that header??
