Wait till tomorrow and you should get instructions included in the new ns
2.1b7 release, as well as binaries. 

If you are impatinet, go to http://www.isi.edu/nsnam/dist/binary and you
can get binaries, or http://www.isi.edu/nsnam/ns/ns-win32-build.html for
(possibly) obsolete build instructions.
