[ns] Only using TCP/IP running on Windows 2000

I would like to only use the TCP and IP protocols.
I would like to be able pass data to TCP and intercept it at the bottom of
IP for use by my simulation.
I then would like to reinsert the packets into another stack, into the
bottom of IP, to go up the stack to my application.
Basically, I need to set up a TCP connection and be able to manipulate the
packets when they go from stack to stack.
This will all be done in Windows 2000 user space.

I would like to use the NS2 code.
Which files would I need to use and which function calls would represent the
entry into TCP and the exit out of IP, as well as the entry into IP and the
exit out of TCP?
I looked in the documentation and was unable to find detailed information
like I am requesting.

I don't believe I would need any TCL files or TK files? Can you verify this,
or maybe list what I would or would not need?
I have downloaded version 2.1b7 files and have been able to compile (but not
link because of TCL problems) all of the files in the 2.1b7 directory.

Any suggestions would be appreciated.

Thanks in advance for your help,
