The sending of those little packets you see in nam _is_ the neighbour
greetings as far as DV routing is concerned. It matters; there is some
propagation time before the network topology is fully known by all
nodes.

There's some discussion of per-node routing in the archive back when
DV routing got fixed after ns 2.1b6 was released. Guo Liang posted
discussion of this and some fixes to enable e.g. per node multi-path
DV routing to be selected on some nodes when DV routing was selected
globally, which may be relevant.
