[ns] How to avoid saturating the queue when sending data?

Hi, there,
  I am now doing congestion control for reliable
multicast. The source periodically sends a window size
of data. The queue size is 50. However, when the
window size is greater than 50 such as 65. It will
saturate the queue and cause packet drop though the
bandwidth is still under-used? It should not be the
real case since the network has enough bandwidth to
support the data sent which should not be dropped. Is
it the effect of so-called phase effect? How could I
solve it?
