[ns] diffserv simulation


hi all,
        i am simulating a diffserv network based on the the paper 
"preliminary simulation evaluation of an assured
service,J.Ibanez,K.Nichols".In that its said that token bucket depth of 20
Kbytes at profilers and 25 Kbytes at policer to keep the remarking rate
low.i am confused why do we use token bucket at the policer and how 
the token bucket depth is related to cbs?.
