Greetings all! I am new to the list so per Aaron's request am providing
some info:

LCDR Gregory Johnson, US Coast Guard. I am a communications engineer
(BSEE USCGA, MSEE Northeastern University) and am in charge of the
Advanced Communications group at the USCG Research & Development Center.
We look into new technologies to improve Coast Guard communications. In
the last year or 2, our work has become more focused on extending
networking connectivity to our ships and aircraft in the field. We have
been trying to leverage the advances in commercial LAN/WAN software so
are focusing on TCP/IP solutions. Our work so far has concentrated on
slower speed satellite connections (2.4 kbps - 14.4 kbps) because that
is what is available to our ships and aircraft. We have been testing
some WWW-type applications (HTTP over PPP connections) on these links. A
