Here is a quick review of our work.

At UCLA's Internet Research Laboratory, we have been working on Sack-TCP,
trying to evaluate the performance improvements Sack brings over Reno-TCP.
The eventual goal of the project is to understand how much Sack-TCP can
help in the specific case of long-delay links.
On <http://irl.cs.ucla.edu/>, one can follow the TCP-Sack links to our
project's page, and see some plots under various conditions (simulation
using tunnels or real Internet path). TCP-Sack shows improvements in both
throughput and retrxmit rate that are quite worth the trouble, in our
opinion.
We also show some time-cwin plots, which give some ideas of the
interaction of Sack with the congestion algorithms proposed by Floyd
('pipe' algorithm).

best regards,

 - Renaud
