Dan (CCed) and I have started what we believe will be either one of
the documents produced by this group, or a portion of the document.
Currently, the draft consists of a short description of the problems
associated with using satellites to transmit TCP traffic and a
discussion of the IETF standards track mechanisms that should be
implemented to get the most out of a satellite pipe. Not currently
included are any of the numerous new research ideas that have been
proposed. This draft is preliminary and fairly rough, but we wanted
to get it out and let people review it in an effort to make it
better. I have submitted the draft to the IETF and it should show
up in the I-D archive in the next few days. The filename is:

    draft-tcpsat-stand-mech-00.txt

(unless it is changed before it is announced by the IETF). The
draft is also available from my web page (see below). We would
appreciate comments, suggestions, etc.
