Mark,

I think this is a very good document that you have put together. I have a
few minor comments on it that you may want to consider.

p.2, section on NOISE. This sounds a little negative. Maybe we should say
"Typical bit error rates for a satellite link today are better than 1 in
10^7. I Also, I think we should indicate that advanced error control
coding (e.g. Reed Solomon) is being used today, it is not only for new
systems?

p.3 BANDWIDTH - I think we should explain what a transponder is, even if
only in simple terms such as a satellite based radio repeater?

p.3 para 3 explain why broadcast capability is good - e.g very well suited
to multicast applications.

p.4 para 1 Transmission errors Second sentence; "TCP interprets all packet
drops as signals of congestion..."
                                                Third sentence; "Packets dropped due to corruption do not necessarily
indicate that the network is congested"

p.4 end of section 2 maybe a summary table would be good comparing GEO, MEO,
LEO characteristics and appropriate mitigation strategies?

p.5 end of 3.1 Path MTU Discovery
"...Path MTU Discovery is not that expensive time consuming"?
