It seems difficult to believe that the designers of LEO systems will not try to minimize delay variation
on their links (by using buffers for e.g.). It would be difficult to provide even basic telephony services
if the link delay could vary by large amounts. Sure would be nice to get some input from the folks at
Iridium, Teledesic, or Celestri
