We just submitted a new version of the standard mechanisms I-D to
the archive. It should appear in a couple of days, but is available
at the following URL now:

The changes to this version of the draft are minor. We added a
small blurb about satellites serving mobile users. Also, we added a
note that large windows are not always needed to get good satellite
link utilization (i.e., depending on the number of flows sharing a
given satellite link the appropriate window size very well could be
< 64KB and therefore big windows are not necessary).
