Have you checked the "obvious" settings, i.e. TCP window size and router
buffer space?

A 384kbps circuit on a geo satellite will require a 27,000 byte TCP window.
That means both receive and send buffers must be at least that large.

In addition, the router also needs to be able to buffer one full TCP window
in the Ethernet to Satellite direction. Depending on the router (I don't
know the configuration language for yours) the buffer size may be expressed
in packets.

Especially for your FTP tests, performance will also depend on the maximum
packet size, because you are fighting slow-start (especially with a 350k
file). So make sure the routers permit the largest possible MTU.

The variation in your FTP results would indicate some sort of loss events
are taking place. That could be the routers dropping packets. On the
other hand, what is the Bit Error Rate on your EUTELSAT link?
