This is an idealist point of view put forth by the "satellite community".
They are presumably referring to using FEC and Reed-Solomon coding  to get
the much-bandied term "fiber-like" BERs.
I would refer you to the real world experiences of Bill Sepmeier posted a
few days ago, all of which I can verify.
