if people wants to try things in practice, withouth the need of
expensive test equipments, i suggest having a look at dummynet
(http://www.iet.unipi.it/~luigi/ip_dummynet/). Just yesterday i put on
that web page a one-floppy version which can do bw limiting etc. at
level 2 i.e. you can split an existing cable, put a dummynet-enabled
bridge in the middle, and configure things as you like.
