One company that make tcp spoofing software/hardware is Flash Networks.
I was told that their NettGain technology is used by companies such as
Gilat, BroadLogic, Norsat, Viacast, Terayon and others. My contac there was

Mentat presumably have OEM agreements with other manufacturers as well, so
it might be wisest to look and Mentat and Flash initially to se what they
can do with their technology. Though the vendors who OEM it might add
functionality in there somwhere.
Hope this helps. Also they usually get annoyed when you call it "tcp
spoofing", as they probably have some marketing-speak for what they do. ;-)
