rtmodel Exponential

I want to have link failure according to an exponential distr.
I used:
$ns rtmodel Exponential {0.0 3.0 0.3} $n0 $n1
where the arguments are the start-up time, the mean of link-up, mean of
link-down and finish time is the end of the simulation.
It did not have any effect, although if I use Deterministic, it works.
Did anybody have this problem?
