RIO for ns-2.1b6 available

hi all,

i've ported the Yun Wang's RIO code to release ns-2.1b6
(9.30.99 snapshot).  according to a previous posting from
Yun,  this code is based on Wenjia Fang's code used in
the paper "Explicit Allocation of Best Effort Packet
Delivery Service" by Clark and Fang (Nov97).

if anyone would like this portation, please send email
and i'll send you the relevant [.cc, .h, .tcl] files in tar.gz
format.

caveat:
                i have only tested the token bucket method
                of marking.   "gentle mode" and the time-
                sliding window approach to marking compile
                and link, but haven't been verified as working
                (although i suspect work since the changes
                in these areas were either trivial or similar
                to those required for the token bucket marker).
