installing ns without root access



When I try to install tcl, it attempts to write executables to 
directories requiring root access.  Since I don't have it, how do
I install tcl somewhere in my root directory.

Also, it appears that tcl is already installed on my university's
computers, but I don't know what version, and in any case, would rather
have my code not depending on the university's.  So, in compiling 
the other modules, how do I ensure that they are linking, etc  off my 
version of tcl, not the university's?
