[ns] dummynet for NS?

  Has anyone implemented a dummynet-like object in NS?  I want something
that can delay and/or drop packets filtered by flow (src/dst 4-tuple).
I'm aware of using ErrorModel to delay packets, but it seems that it's
done per link rather than per flow.

  Anyone have ideas before I start coding?
