pls download 2.1b7 allinone and read INSTALL.WIN32. let us know if you
have further questions after that.

Or, go to http://www.isi.edu/nsnam/dist, there is a subdir binary or
similar, you can get prebuilt win32 binaries of ns and nam. I believe they
are statically linked against tcl/tk 8.0p2. To know how to do that, read
INSTALL.WIN32.
