[ns] "make depend" under win95

I have installed ns-2.1b7 on win95 and would like to
modify some source code (*.cc) in NS.

However after did "nmake /f ..." again, there is no
effect of changes, even the ns.exe (and obj. file) are
up to date!

It would be great, if anyone can give me an idea how
to do it.
