2.6 has the New Reno algorithm. Refer to Hoe's SIGCOMM paper, URL is

> What is the maximum size of the SND/RCV buffers that are accepted ?

The default maximum buffer size is 1M. This is controlled by the ndd
parameter tcp_max_buf. Parameter tcp_cwnd_max controls the maxiumum
congestion window size.
