The short answer from PanAmSat is that PanAmSat is providing
Symmetric/Asymmetric/Hybrid Internet services for ISPs  in roughly 30
countries around the world, including a DS3 link to Australia/New Zealand.
Currently, we are not using TCP spoofing or link level retransmission,
simply because our customers don't think satellite delay is an issue for
their applications and they are very happy about the service we provide.
Detailed  information can be provided upon request. 
        On the other hand,   PanAmSat is actively following the activities
conducted by IETF and TCPSAT working group.   We are willing to provide
bandwidth for any valuable testing and to work with the industry together to
improve the efficiency of TCP over satellite. We also are actively pursuing
investigation and testing of new software/firmware which will dramatically
improve the throughput of the Internet traffic over satellite by several
times.
