Yes. Check out these Microsoft techdocs:

Yes... but you can also install Windows Sockets 2 on a
Win95 box.

Trumpet's new stack has just come out from beta testing, but I
don't know if it's implementation is TCP-SAT friendly.

Max out the window size to 64k and you'll get better performance
for large file downloads.
