This could be true, but doesn't have to be.

For compression to "greatly improve performance", you must have data that
isn't already compressed (gzipped archives, JPEG images, etc.). If most of
your traffic is HTTP/HTML web browsing, you may see a difference. If most of
your traffic is gzipped software being distributed, you probably won't.
