TCP timeout

Hi, All

I asked the similar question before but could not get any answers.  I ask
it again:

How can I get the average value of a TCP timeout To?

I know there is a variable 'timeout' in C++ code, is the right value I can
use? 'timeout' could not be accessed by Tcl, then how can I get that value
of timeout for the tracing?

Or there are other ways I could do?
