[ns] Priority queues

Hello All,

I was reading the priority queue implementation provided in files
priqueue.cc  for my thesis work.

Could some one explain 
i) why a 'filter' member function is used in
the PriQueue class. 
ii) use of the Prefer_Routing_Protocols
