This presentation applies a public policy and rights-based lens to identify fault-lines for bias, risk, and harm across the entire technology ecosystem. Using a public policy framework as a foundation, we’ll explore the structural conditions that inform whether and how advanced technologies amplify or mitigate existing social gaps and inequalities. Our analysis will map vulnerabilities across interconnected technology domains – digital access, data governance, algorithmic decision-making, AI models, and information ecosystems – demonstrating how thoughtful policy frameworks can unlock technology’s full innovative potential by ensuring these advances benefit and include society as a whole.

Public policy approaches can transform technology governance by exposing hidden risks and creating accountability mechanisms for bias. These frameworks also offer methods and best practices for systematically assessing where bias and harm emerge in technology ecosystems and throughout the technological life cycle.
By centering approaches that prioritize transparency, accountability, and community input, we can develop governance models that help ensure technology exposes – and even solves for – rather than obscures, structural inequities. This talk invites you to grapple with how public policy perspectives might provide essential tools for both diagnosing technology risks and creating interventions that produce fairer outcomes across the digital landscape.

Working with cross-cutting civil rights issues ranging from voting rights and democracy preservation to justice reform to digital equity and tech accountability, Claudia advocates for policy reforms and civil rights protections that promote equity and inclusion for the Latino community.
