A NEW PROBABILISTIC APPROACH TO CONGESTION CONTROL IN COMMUNICATION NETWORKS

Abstract

A new congestion control algorithm is proposed in which routers are viewed as local controllers, that act upon a distinct subset of events that they can control, on the basis of the partial information locally available. The objective of control is to alter the probabilistic dynamics of the network in such a way, that certain specified parameters remain within acceptable bounds (while perhaps extremizing other parameters).
